Capital police hopeful of solving Tongam Rina case soon

ITANAGAR, Apr 16: In what could be termed as major relief to media persons in the state, capital police has assured July 15, 2012 attempted assassination bid on lady journalist Tongam Rina would be solved sooner.

‘We are hopeful of making headway into the case in 2-3 months,’ informed Capital Superintendent of Police Surender Kumar to a team of journalists led by President, Arunachal Press Club Taba Ajum and General Secretary Arunachal Pradesh Union of Working Journalist (APUWJ) Dodum Yangfo  which called on him at his office today to enquire about the status of the case.

On the slow progress of the investigation, Kumar said, ‘We are taking all possible steps to crack the case, since, it’s a complicated and sensitive case, it will take time.’

‘There are few missing links which we are working at, if and when the links are established, the case will be solved,’ said Kumar.

Responding to the fear that the investigation has hit road block, the SP said, ‘The investigation is going on smoothly and I am personally monitoring the case.’

Quashing the theory that influential people are exerting pressure on the police in its investigation into the case, he said, ‘There is no pressure from any quarters, so far no attempts have been made to influence the investigation into the case.’

Divulging details of the case, he said, on January 30 last, two suspects- Raju Gurung and Gamchi Veo were arrested by a team of capital police with arms and ammunition, Kumar informed. He said both Gurung and Veo didn’t make any confessional statement, however, in order to establish that they were not involved in the case, we have sent the arms seized from them to Regional Forensic Science Laboratory, Guwahati for examination.

On being enquired why the suspects have not been arrested and interrogated, Kumar said, “Their involvement will be established only when the report is with us, adding ‘We cannot arrest suspects randomly.”

‘We will arrest suspects only when we’ve full proof evidence or the suspects give confessional statements,’ he added.

Maintaining that the exact cause and motive behind the bid on the life of Rina has not been ascertained yet, Kumar said the investigation will proceed in the case based on evidences and not on hearsay.

On the April 15, 2012 attack on The Arunachal Times office, the SP said, ‘Few persons have been arrested and charge-sheet will be filed soon.’

Reiterating that the security of press establishments and press persons were the responsibility of the police and state government, the SP said, the picketing in media offices is on and full-proof security will be provided to all media houses. The night patrolling by PCR vans will be resumed soon to tackle growing menace of crimes.

 

 

Second leg of training on white

water rafting ends

ITANAGAR, Apr 16: The second leg of white water rafting cum recce organized by Arunachal Adventure Association in collaboration with Department of Tourism, Govt of Arunachal ended today at Gerkamukh town. The team which had started its journey from Daporijo on 12th January took 5 days and 4 nights to reach Gerkamukh. The team conducted detail recce of Subansiri River. Before the start of expedition the participants were given intense training from 9th to 11th April on River Subansiri at Sippi, nearby Daporijo where organizer had set up camp.  

Besides local youths, the expedition team comprised members of Arunachal Adventure Association, Indian Rafting Foundation and three youths selected from Seppa leg for exposure which included two girls namely Devi Dada and Namne Riang. Despite difficult weather, team braving every hardship reached Gerukamukh. Not even the turbulent Subansiri River would scare them. “We are very thankful to the department of tourism and Arunachal Adventure Association for giving us the chance to be part of this training cum expedition. The basic and advance courses imparted by the trainers were put to test during this rafting expedition. We are hopeful that this training will help us long way in life,” shared Namne Riang who is only 15 year old and currently studying in class X at Seppa. The local youths of Dapirjo were imparted training on white water rafting keeping in view that Subansiri river every year attracts large number of national and international tourists who comes for angling activity as well as  white water rafting expedition. The department of tourism had identified three routes namely Seppa-Bhalukpong (River Kameng), Daporijo- Gerkamukh (River Subansiri) and Menchuka-Pasighat (Siyom/Siang River). The department in collaboration with Arunachal Adventure Association is offering both basic as well as advance course to the local youths of these three places so that in the future they can become river guide, which will offer them self employment opportunities.  

 

 

Tuki attends Conference on Administrative Reform

NEW DELHI, Apr 16: Chief Minister Nabam Tuki has informed the Ministry of Home Affairs that the State Government has already taken action to implement the recommendations made by the 2nd Administrative Reform Commission with the desire for positive changes to keep pace with the changing aspirations and expectations of the people in the justice delivery system.

Speaking at the Chief Ministers’ Conference on Administrative Reform titled ‘Public Order: Justice for Each, Peace for All’ at Vigyan Bhavan in New Delhi on Monday, Tuki informed that the state government has constituted the Police Establishment Board headed by the Director General of Police. Similarly, tenure of Superintendent of police has been ensured up to 3 years while Director Prosecution is monitoring investigations and enforcement machineries of departments such as State Excise, Forest, Transport and Food & Civil Supplies are functioning properly.

“Although, we are a very small populated state, Arunachal Cabinet has approved opening of one woman Police Station at Itanagar and women cells in all the districts. A special drive is being undertaken to recruit 200 woman police personnel for the first time in the state to man special cells in police stations specifically to deal with women related crimes and offences,” he said.

However, the Chief Minister pointed that there were certain areas where the MHA may in consultation with other agencies need to make common/model guidelines so that every State can adopt the same. A common framework will help in maintaining uniformity throughout the country in spheres like separation of investigation, establishment of Board of  Investigation, State Police Performance and Accountability Commission, Union-State and Inter-State co-operation, he observed.

On the other hand, Tuki cited that several recommendations of the Commission were acceptable by the State Government but would need financial support from the Ministry for implementation. Establishment of Forensic Lab, establishment of independent complaint authority and strengthening of intelligence gathering system, etc. are some recommendations, which when implemented will have a bearing on the limited resources of the state and therefore need financial assistance from the Central Government, he said.

Tuki further pointed that there were certain recommendations which need more detailed examinations in terms of practicability, implementation and conformity with the other provisions of laws. He said issues like statement and confession made before police officer, Judge’s obligation to ascertain the truth etc. may have to be discussed with other related agencies like Law Ministry and NHRC while some complex issues like classification of offences and federal crimes etc also need more deliberations.

Informing that the State Government is pursuing the policy of participation of civil society and media in these areas, Tuki suggested that the outcomes of these interactions may also be incorporated in the recommendations as deemed fit by the Ministry.

The Chief Minister further pointed that there were few other suggestions where Arunachal Pradesh Government agrees in principle but since these require changes in the Cr.P.C, MHA may move proposals for making necessary amendments in the law/statute.

“Witness and victim protection are very vital issues as success of prosecution cases depend mainly on these factors,” he added.

The Conference was attended by Chief Ministers of different states and chaired by the Union Home Minister. Meanwhile, in a separate message, the Chief Minister wished the people on occasion of Longte festival celebrated by the Nyishis, particularly of Kurung Kumey district.

He expressed hope that celebration of the festival would foster bonhomie between different communities of the state and exhibit and preserve the grandeur of the rich Nyishi cultural heritage.

 

 

Longte celebrated with enthusiasm.

NIRJULI, Apr 16: Festivity was in the air with the dances of Nyishi damsels to the tune of melodious Gungbte Gungri Nernma and buya sonam Monday morning with heavy downpour continuing since Sunday night while the sun playing a hide & seek game to justify the essence of  Longte festival – peace prevail on the earth without bloodshed and violence. Chief guest and local MLA Techi Kaso and guest of honour Dr Joram Begi pointed out that this is the only important festival without bloodshed. Addressing hundreds of festival revelers at Nyikum Niya ground here, Kaso and Begi said that Nyishis being the most vibrant community of the state have an important role to play with greater responsibility while enjoying political power.

Kaso out-rightly rejected the fine system of the community as there was no such example anywhere in the country. “It is time to reform with changing time,” he said without mincing any words.

The festival should bring reforms among the community who have been known for easy earning that doesn’t last long. A sustainable development method should be adopted, Dr Begi exhorted the Nyishis.

Despite the impact of fast development and modern culture, “we should protect our cultural identity by popularizing and celebrating Longte and Nyokum festival,” he said citing the 5000 to 6000-old Mayan culture of Central America having lot of similarities with the Abotani and Naga Maya groups.

Longte is a national festival as it coincides with the Baisakhi or Bohag Bihu or Sangken festival.  

Special invitees Koloriang MLA Lokam Tassar, former Minister Kahfa Bengia and Indra Mallo Jain, secretary IPR, art & culture were also present on the occasion.     

Longte is a propitiation literary means a large wooden bamboo barricade/fence which is erected on the principal path leading to their habitats generally at a place where their ancestors used to close the path on community basis with the belief that it demarcates the domain of humans and spirits from ill-intended trespassers.

Explaining the mythology, Atu Gungte (chief patron) of the 2013 celebration Dr Bengia Tubin said the barrier was built first by the legendry father Abotani to defend and protect the humanity from all malevolent spirits so that they could live perpetually in peaceful co-existence. Once the barrier is built there would be no bloodshed and violence on the side where the humans live. This is the practice since time immemorial. Thus the festival is one of oldest practiced by the Abotani group of tribes, particularly the Nyishis, Dr Tubin added.

True to his announcement, the festival began with the erection of the Longte by the important members of the community including the guests. This is followed by week-long taboos during which trees are not felled and animal sacrifice banned.

“The festival is known as Myoko (Apatani), Unnying/Aran (Adi), Longte-Hatey (Tagin),” said secretary Amit Bengia to justify its universality that deserves promotion.  

Festival chairman Lokam Nai and vice president Chera Sanjeev also spoke on the occasion which was marked with numerous cultural presentations.

 

 

SEC warns of strict action against violators of code of conduct

ITANAGAR, Apr 16: The Arunachal Pradesh State Election Commission has directed all the deputy commissioners cum district election officers and Returning Officers to take punitive action against the Govt servants who are reportedly canvassing for their favourate candidates in the ensuing Panchayat elections in gross violation of the Model Code of Conduct.  

 Taking serious view of the “misconduct” of the  Govt Servants, the  SEC in a statement said that  “complaints have been received from political parties that some Government servants including officers have started canvassing for their favourate candidates in  PR elections.”

The SEC also directed the DC cum DEOs and ROs to report such cases to the Commission without any loss of time and take immediate deterrent and punitive action in all such cases as per relevant Act and Rules. The District Election Officers shall prepare a list of all those Government servants against whom complaints have been received from various quarters including aggrieved political parties and keep a close watch on them,   the SEC said.

Any Govt. servants including GB/PI/Contingent Staff/Contractual Govt. employees if  found involved in the political activities shall be dealt with as per the provisions of the IPC, AIS and CCS Conduct Rules and other relevant Rules, the  SEC said.

Advocating for strict compliance of the Model Code of Conduct,   the SEC  warned against use of Govt vehicles by the  candidates and political parties in electioneering.  The   vehicle  and machineries found used in the electioneering, will be seized  and action be taken as per relevant rules.  

“In case of complaints received during the process of conduct of election by any political party or candidates or individuals, such complaints shall be dealt with promptly by the DEOs/ROs and disposed of within 24 hours,’ the SEC said and directed the DEOs/ROs to maintain a register of such complaints and record the date and time of receipt and disposal of such complaints.

 

 

A tale of a school that opens only thrice in a year!

The alphabet “V” has created an indelible mark in Sangju Puroik’s (name changed) mind as his school teacher once humorously told him in the class that “V” stands for “Vacation”. This is an incident of a school somewhere in remote Puroik village in East Kameng district.

Sangju, a student of class-I at his tender age 7, never came across the word ‘holiday’.  For him everyday is holiday as his school hardly opens thrice in a year. In deed, he enjoys a long vacation for the whole year since the beginning of new academic session. He learnt more on hunting and collecting herbs than alphabets and numbers, as his teacher visited the school thrice in a year.

He first met a teacher in the mid hot summer (new academic session), when teacher came along with a register book in order to enroll names of the children for new admission. Second time Sangju saw him at school during cold winter, when the teacher was writing half-yearly exam (an internal test) on black board in block letter.

Sangju said that he had hardly seen the national flag hoisted at his school, no matter how big event it is – be it Independence Day and Republic Day or even Statehood day. Last time he saw his teacher came back at village with lots of sweets during the spring season and went back after conducting annual exam.

Sangju carries his little brother Tajik (1 year old) on his piggyback and helps his mother in household chore. He has thousand unanswered questions -- why did not the school open for whole year ? Where does teacher go all those months? Does government instructed teacher to open the school for thrice in a year?

This is a story of a school; there are many similar stories of government-run schools in remote villages across the state, where the school hardly opens thrice in a year.

Needless to say that in such a situation the so called “quality education” remains  as a distant dream for poor children.

When matters are being addressed to concerned deputy director of school education (DDSE), the teachers defended themselves armed with common excuses such as non-release of salary, poor infrastructures at village, non cooperation of school management committee and villagers, inaccessibility of area and so on.

At the end of the day, the  sufferers are the children of innocent villagers. However, the children are pining hope on their beloved teachers to return to the school and to resume the classes.

 

 

Rongali Bihu celebrated with pomp and gaiety

Culture has no boundary: Says Ering

PASIGHAT, Apr 16: Rongali Bihu, popularly known as Bohag Bihu is an integral part of Assamese tradition and culture. It is all about new clothes, delicious food, songs and dance to the tune of traditional ‘Dhol and Pepa’. It is a festival that transcends all religious and class barriers bringing people together in a free and uninhabited manner.

Sri Sri Sankar Guru Kristhi Kendra (SSSGKK) Pasighat celebrated the  Rongali Bihu on Monday (April 15) in the state’s oldest Namghar with great fun, enthusiasm, pomp and gaiety.

Union Minister of State (Minority Affairs) Ninong Ering and state’s Education and Science & Technology Minister Bosiram Siram graced the occasion as Chief Guest and Guest of Honour respectively on the auspicious occasion while prolific writer and retired IAS Officer Oshong Ering presided over the day long function.

They felt the occasion was a memorable get-together which enabled Assamese people to relive the spirit of Bihu living far away from their homes and renewed the bond of brotherhood. People irrespective of class, creed, religion and social status come together making the celebration more joyous.

Taking part in the celebration Ering greeted the people for prosperity and happiness. He said “Culture has no boundary and it is a matter of pride to be able to preserve our rich culture and traditional beliefs and practices.” He also stressed on the need to conserve and protect the traditional practices and pass them on to the younger generations. Such celebration helps us to bind our age-old friendships, he further stated. He wished for peace and unity and stated there is a feeling of joy around as it was the beginning of harvesting and the farmers would prepare their fields for cultivation.

Earlier, Bosiram Siram remarked that India’s cultural diversity was the strength which sets it apart from any other country in this world. Bihu is always a great celebration for the Assamese people and plays a very crucial role in defining the culture of Assam. He added farming is still the predominant vocation of people of north-east part of India and prayed for bumper harvest and prosperity. The Assamese people are popular worldwide for their special Bihu songs and dances commented Siram while lauding the efforts of the SSSGKK for organizing the celebration in a befitting manner.

Noted poet Kaling Borang presented self-composed Assamese poems and children staged dance and songs on the occasion. Among others, Abinash Sarma, Gonesh Neog and Girin Tamuli the President, Secretary and Advisor of SSSGKK also spoke on the occasion. DIPRO

 

 

Taga inaugurates WRD office building at Jomlo

AALO, Apr 16: The newly constructed office building of WRD subdivision at Jomlo Mobuk, a circle under Rumgong administrative subdivision was inaugurated by Tamiyo Taga amid applause on April 15.

Addressing a gathering on the occasion, Taga said that infrastructure development and promotion of agriculture and horticulture has been his prime concern as a representative of the people.

The vast fertile and  cultivable lands stretching all along the banks of Siyom river is under flood threat every year and  therefore, an estimate for Jomlo Flood Protection to the tune of Rs. 150 crores have been sent to Govt. he informed and called  the department concerned to extend their support to get the scheme sanctioned.

Irrigation is the lifeline for the tribal people and our endeavor should be to go out with true commitment to launch irrigation schemes in our areas, Taga said and appeal the department to look into the minor Irrigation at Sipeh river which can cater largely the needs of the farmers.

The Jomlo Farm which was established in 1986 has been taken over by administration and stressed on best use of the vast land for future administrative or department expansions especially after the creation of Siang District, he said.

The Chief Engineer Eastern Zone, Er. Modak Ngomdir said that full pledged WRD office building with nine residential buildings reflects the sheer vision of the local MLA and asked all officials of the department to be at their station.

Responding to three-point memorandums submitted to him by Tagom Tabi, ASM Chairperson pertaining to boundary wall and fencing, irrigation channel and extensive survey and DPR on Flood Protection, Chief Engineer asked his officers to send all tangible schemes for consideration at his level and assured to check the status of the DPR on latest technology of Flood Protection at Jomlo. The CE also stressed on conceiving such a irrigation scheme which can stand as a model scheme for the department to be emulated.

Panchayat polls in Ruksin sub-division declared

RUKSIN, Apr 16: Following the instructions of the State Election Commission, Sub-divisional Officer cum Returning Officer (RO) of Ruksin Yemlin Tayeng, under provisions of Panchayati Raj (Delimitation of constituencies and reservation of seats for women) Rules, 2012, today declared 33 per cent reserved seats for women from Gram Panchayats, Anchal Samiti and Zilla Parishad in three circles under Ruksin sub-division.

The RO, who is entrusted to conduct panchayat poll in Ruksin, Sille and Bilat circles informed that the reservation status for women out of the PRI members has been approved by the concerning authority. As such, the ZPM seat for Bilat anchal block and 11 Anchal Samiti seats out of total 35 besides proportional number of Gram Panchayat seats/members are kept reserved for women. The woman reserved seats for ASM in Ruksin block is 3, while it is 4 both in Sille and Bilat blocks. The number of gram panchayats in Ruksin, Sille and Bilat blocks is 10, 13 and 12 respectively.

As per notification, filing of nominations papers opens today and it will be continued till April 23 next. Scrutiny of the nomination papers is fixed on April 25, while the last date of withdrawal of valid nomination paper is April 29. Panchayat poll in the sub-division with rest of the state will be conducted on May 16.

The RO further informed that the Circle Officer cum Assistant Returning Officer (ARO) for Sille and Bilat circles are entrusted to receive nomination papers for Gram Panchayat members (GPM). But the candidates for Anchal Samiti Members (ASM) and ZPM must submit their papers before the Ruksin EAC cum ARO at SDO’s office within the stipulated period.

No nomination paper was submitted in the respective election offices under the sub-division on the first day.

 

 

Puroik celebrates Gumkum-Gumpa festival

Seppa, Apr 16: Puroik community, one of the most backward tribe with a population of ten thousand persons approximately residing in East Kameng, Papum Pare, and Kurung  Kumey districts jointly celebrated mega Gumkum-Gumpa festival in a befitting manner at Abotani Manch, Seppa from April 13th  to 15 last.

Sullung tribe recognized and renamed as Puroik by the state govt. in 1976 observes this festival in the month of April every year but began to celebrate centrally since 1979. It is to be noted that in the past Puroik were always in the habit of migrating from one place to another for the reasons best known to them and did not settled permanently in a particular place. Gumkum-Gumpa unlike other festivals is not a mythological based but it is a symbol of joy and peace with the reunion and collective resettlement of Puroik community in particular place hitherto maintained scattered settlement.

Karya Bagang, MLA Chyangtajo while attending the festival wished the people for prosperity and urged the Puroik community to pay special attention to their children and appealed the members of the Puroik Welfare Society and GBs to know their role and responsibilities and work hard in leading them in the path of development to be at par with the rest of the other tribes of the state. She assured to appraise the state govt. of the three point memorandum submitted to the govt. and showed her readiness to extend help and support for the welfare of the Puroik community from her part.

Pranab Yangfo, youth leader appealed for peace and unity and also urged the people to celebrate the festival together.

Adang Yachu, chairman of the celebration committee submitted memorandum to the state govt. which include immediate approval of the 8- points recommendation made by the high power committee report constituted by state govt. who were entrusted to examine and study the present socio-economic status of the Puroik tribes, financial assistance in the Puroik habited area and multipurpose cultural hall at Papu Nallah to the tune of 5 crore.

Earlier on April 13, Dr. Tachi Taku, Chairman EKSWCO who was present for opening day of festival celebration said that every community maintains their identity through their festival and therefore Gumkum-Gumopa is identity for the Puroik community.  He also said one should know the difference between religion and culture. He said this while taking serious note of the fewer turn-ups during the occasion. He also advised the Puroik community to send their children to the School and educates them at any cost for improvement in their life. He lauded the effort of the then DC S.S Yadav for rehabilitation of the community. Jalley Sonam, Chairman APB & OCWWB who attended the closing ceremony dwelt at length about his associations with the Puroik community and advised them to go ahead with positive attitude and mindset for success in life.

Village level awareness campaign on RD flagship programmes

ITANAGAR, Apr 16: SIRD Arunachal Pradesh has organised a series of Street Plays cum Village Level Awareness programmes under the Government of India sponsored Lab to Land initiative in Doimukh CD Block. These interventions are being carried out with support and collaboration of Department of Mass Communication of Rajiv Gandhi University, Rono Hills. The students of 2012 batch pursuing Master of Arts (Mass Communication) were the main protagonists of the Street Plays, while this team was supported by all the Core Faculties of SIRD Arunachal Pradesh.

The street play which is essentially a new concept for rural areas of Arunachal Pradesh is a medium to elicit interest of audience which generally comprise of villagers and local residents of nearby areas on issues affecting their development. In the Awareness Campaign cum Street Play organised by SIRD emphasis was on sanitation, increased participation in rural development programmes, and protection of environment with emphasis on arresting soil loss, increased plant cover.

SIRD Team comprising of Bindiya Ete Nalo, Research Assistant SIRD and Riken Ngomle, an alumni cum visiting faculty of National School of Drama, New Delhi with support from other faculties drafted the content of these programmes. Riken Ngomle was instrumental in coordinating the team work including coordination of dramatization of skits. The students of Mass Communication and Riken Ngomle also acted in the Street Play themselves.

The awareness programme especially the Street Play brought forth a variety of response from the general public. The audience also shared their grievances in reference to the planning and implementation of development programmes.

SIRD shall be using the observations and feedback of this intervention in other training programmes. It is expected that similar efforts shall be undertaken as and where possible especially for enabling the district level functionaries and representatives of Non Government Organisations in carrying out similar interventions. Such interventions assume significance for institutionalizing a vibrant and responsive mechanism for equitable system of planning and implementation of rural development programmes.

GPF appeals  for security for peaceful Malini Mela

ITANAGAR, Apr 16: The Galo Peoples’ Federation (GPF) yesterday appealed the State Govt. to provide enough security in the Likabali area for the peaceful organization of famous “Malini Mela” which began from 15th April 2013 onwards. Taking in account of various visitors including foreigners and other Indian pilgrims, GPF emphasized that the State Govt., though without a regular Home Minister, must be at the helm of the affairs for the peace and safety of the participants in the  Mela.

Supporting the stand of the Galo Welfare Society (GWS) regarding the late dispense of salaries on the pretext of “March Ending” during the Mopin Festival every year, it also appealed the Govt. to show its only existence by ensuring the timely dispensing of the salary for the proper celebration of indigenous festival. The GPF also appeals the IFCSAP and COSAAP to peruse in genuine and vex issue confronting the Galo Society, according to an release.

 

 

‘PR election duty is mandatory for the Govt. servants’

SEPPA, Apr  16: The Deputy Commissioner-cum-District Election Officer (PR), East Kameng District, Tope Bam has asked all Govt. officers and officials of the district remaining outside the District to report back to their respective place of posting immediately to perform PR election duty.

The school principals, vice-principals, headmasters and teachers including SSA teachers will also not be exempted from PR election duty.

Action as per PR election law and rules etc. shall be initiated against the Govt. officer and official who fails to perform the mandatory PR election duty. DIPRO

DAPORIJO, Apr 16: A four days Anti-malaria campaign was organized by All Tagin Youth Association in collaboration with district health department, especially for the rural people from 10th to 12th April at Sippi and Kodak.

While inaugurating the awareness campaign on malaria at Sippi, ZPM Duma Yekar emphasized on the need of maintaining cleanliness.  She advised the villagers to keep their surrounding clean so that  it does not become a breeding  ground for mosquitos.

Experts give away valuable speeches on malaria during the awareness campaign  at Sippi and Kodak village. Doctors and technical staff from district hospital were also present and  suggested various measures to the villagers to prevent malaria  disease.

 

Govt lifts ban on transaction

ITANAGAR, Apr 16: The government of Arunachal in an order issued today has lifted the ban on govt transaction limiting upto Rs 20 Lakh. The development commissioner (finance and planning) Ramesh Negi in a communiqué informed that order has been issued to bank to pay cheques upto Rs 20 lakh from tomorrow onwards. The announcement will come as major relief to the small time contractors who are bearing brunt of govt decision to ban transaction above Rs 5 lakh. Negi reiterated everyone not to panic and said government will slowly but surely clears all pending bills.

 

SEC urged to defer PR election in Anjaw

HAWAI, Apr 16: Following disruption of surface communication to Anjaw district due to heavy showers and unlikely chances of early restoration, local residents here have demanded for extension of election dates for Panchayati Raj election in the district.

The elections to the three-tier Panchayati Raj institutions for the state will be held on May 16 next. The district bordering China was cut off from rest of the country since March 26 and several roads at Tiding, Mompani and Salanggam areas damaged by the incessant rain.

Apprising on the current flood situation in Anjaw, some local members in a letter to K D Singh, State Election Commissioner (SEC) have said that several aspiring candidates contesting in the coming elections are unable to procure NOCs required for filing nominations.

As surface communication and all other modes of connectivity has broken down, many candidates are left stranded unable to reach desired station like Tezu, Khupa and Hayuliang for completion of necessary paper works, the letter informed.

Also there is huge hue and cry over among general public and government servicemen in Anjaw district over shortage of essential commodities like food and medicines, the letter added.

 

Awareness campaign on employment avenues

Naharlagun, Apr 16: Eastern Air Command in association with Labour and Employment Departments shall conduct Series of Awareness Campaign in the state in a phase manner. The first awareness campaign was successfully conducted in the Polytechnic College at Itanagar on 11th of April 2013 in which more than 150 students participated.

Similar campaign was held at Pasighat on 13th April 2013 while at Tezu on 16th and 17th of April next. The second phase will start on the last week of July and will cover the entire state which will consist of Audio visual and power point presentations with the motive to increase participates in the Airman recruitment rally which will be organized in Arunachal Pradesh in September 2013 and on February 2014 tentatively.

All this is being done under the direction of Chief Minister of Arunachal Pradesh for achieving the target of one lakh employments during the 12th Five Year Plan. It is worth mentioning here that Government has not only achieved the target of 10,000 employments during the year 2012-13, but have exceeded it. (PR Cell Directorate of IPR)

Help yourself from goons

Dear Editor,

Through your esteemed daily, I would like to draw the attention of every one towards crime situation in capital. Recently various ministers claimed that crime graph is decreasing in the capital.  It’s very shameful to know that these people announced like it really happened. But my question to them is had you people ever really made any proper assessment before making such announcement? Most middle class people know, what’s really happening inside. Unexpectedly my brother was attacked by some goons behind Nimbus tutorial, after he finished his coaching class at about 6.30pm and was readying to leave for home. But suddenly five boys caught him from behind, dragged him to a corner where he was beaten up and they took away his money and fled from the spot. To my utter surprise not a single person helped him, as it’s a busy street and I asked my brother not to lodge a police complaint, because this kind of things happens in every corner. Police can’t dig around such small cases. He just appeared in 10th std exam and came to capital for coaching not for getting beaten up and robbed. He is my only younger brother. So the only thing I told him is next time when you go out please don’t ever forget to take your protection gear for self defense.  Because sometimes, there are things that you have to do it on your own. Be ready who knows whose turn maybe next..??

Refrain from publishing wrong information

Dear Editor,

Through the column of your esteemed daily, I would like to share few points regarding “The Sangken Festival” article written by Nimina Namchoom in your daily on 14th April  titled as “The Sangken Festival.” What Nimina wrote regarding Sangken Festival is highly appreciable, none the less The Khamti Tribe celebrates the festival but at the same time she has forgotten other brother and sister of many communities who also follow the path and teaching of the “Lord Buddha” and equally celebrate the Sangken. Your sentence “The Sangken festival is celebrated by the people of the Khampti tribe” needed to be corrected.

Further, in the same issue news titled “Festival greeting” was carried. Part of the sentence goes as “April 14 will be celebrated as Sangken by the Tai Khamptis of Lohit” and in the issue of 15th April Titled as “Sangken - the splendid Water Festival gets underway” it goes as “Sangken, the festival of water, is a socio-religious festival and traditional culture of the Tai Khamptis”.  It cannot be accepted by the Singpho, Tikhak, Lisu and many others community who also equally share the festivals as the New Year and new beginning of the season. It is not expected that such a blunder mistake will be committed by the media fraternity as “Media is the forth pillar of Democracy”. In this regard I want to ask the media fraternity why proper research is not done before mentioning the name of the tribe who celebrate the festivals, it could have mentioned in general as “The Sangken Festivals is celebrated by the Theravada Buddhist Community.” By mentioning only the Khamti Tribe, you are not only playing with other community’s sentiments but also disturbing the peace and harmony of our society. In this regard both Nimina Namchoom and the Media are to be blamed for making us mistakes. Early correction of the article will be highly appreciated.

Marching ending has finally ended!

Dear Editor,

The most regular annual cycle, equivalent to hydrological- cycle, geological- cycle etc, which we all popularly call “The March Ending" has ended again.  We witnessed an attempt on the life of an engineer, thousands of extortion calls/ letters/ messages, financial over draft, halting of government cheques etc. Our noted journalist described this in a rather satirical way.  It is very interesting to see that developmental projects/ works/ schemes which actually should be going on throughout the year are completed in just last one week of the March month. This happen courtesy to the government’s policy of sanctioning/allotting fund to various departments in the fag end of financial year. Sanction orders are issued only after 20th of March, then the concerned officer has to encash the amount, complete the work, prepare bill, produce completion as well as utilization certificates and thousand other formalities. Doing work of year in a week causes utter chaos resulting into defects in formalities and paper works, then comes our talented Treasury Officers (of course, not everyone) which discovers number of mistakes and demands percentage to rectify it and also shows how one can dupe/ siphon government fund by producing fake bills and certificates. This story is not only of my district and this only is not the ugly side of march ending  there are number of funny and interesting sides of march ending but this one government will have to check if Arunachal really wants to progress. Hope one who can make difference is listening and reading.

On what ground applications were rejected?

Dear editor,

This letter is in reference to the advertisement of public health engineering department (PHED, ,No.PHED-II/SE/Coord/26/12 dated Nlg,the 3rd jan 2013 for the post of J.E(14 posts)and surveyor(14 posts).The application of final year(end semester) B.E/B.Tech(civil)students who applied for the said exam were rejected. We would like to know from the nodal department on what ground the application forms were rejected, as the end semester students satisfies the eligibility criteria for applying any govt.job like UPSC-IES, APCS etc.

This surprising move of the department concerned has come as a jolt to the aspirants who are on the verge of completing degree course. Therefore I kindly request the higher authorities to clear the doubt at the earliest possible through your esteemed daily before notifying the exam dates.

World Bank and vision of India

India stands at an unprecedented moment in its history. In the six and half decades since independence, the country has brought about a landmark agricultural revolution that has transformed the nation from chronic dependence on food imports into a global agricultural powerhouse that is not only a net exporter of food but also the world's largest producer of milk, legumes, and spices. Life expectancy has more than doubled, literacy rates have quadrupled, health conditions have improved, and a sizeable middle class has emerged. India is now home to globally recognised companies in pharmaceuticals and steel, as well as in information and space technologies.

The country is in the midst of an enormous wave of urbanization. Urban centers are growing exponentially as legions of people flock to towns and cities in search of a better life. This unparalleled movement of the population calls for massive investments in the creation of jobs, housing, and infrastructure to meet the people's soaring aspirations.

The historic changes unfolding have placed the country at a unique juncture. India now has the opportunity to "bend the arc of history" by lifting its remaining 400 million poor people out of poverty, and ensuring that the sizeable numbers who have recently escaped poverty are no longer vulnerable to falling back. In keeping with recent changes, the World Bank Group's new Country Partnership Strategy will guide its support to India over the next five years (2013-2017). The strategy aims to help the country lay the foundations for achieving its longer-term vision of "faster, more inclusive growth."
