Capital police hopeful of solving Tongam Rina case soon
ITANAGAR, Apr 16: In what could be termed as major relief to media persons in the state, capital police has assured July 15, 2012 attempted assassination bid on lady journalist Tongam Rina would be solved sooner.

On being enquired why the suspects have not been arrested and interrogated, Kumar said, “Their involvement will be established only when the report is with us, adding ‘We cannot arrest suspects randomly.”
‘We will arrest suspects only when we’ve full proof evidence or the suspects give confessional statements,’ he added.
Maintaining that the exact cause and motive behind the bid on the life of Rina has not been ascertained yet, Kumar said the investigation will proceed in the case based on evidences and not on hearsay.

water rafting ends
ITANAGAR, Apr 16: The second leg of white water rafting cum recce organized by Arunachal Adventure Association in collaboration with Department of Tourism, Govt of Arunachal ended today at Gerkamukh town. The team which had started its journey from Daporijo on 12th January took 5 days and 4 nights to reach Gerkamukh. The team conducted detail recce of Subansiri River. Before the start of expedition the participants were given intense training from 9th to 11th April on River Subansiri at Sippi, nearby Daporijo where organizer had set up camp.
Besides local youths, the expedition team comprised members of Arunachal Adventure
Association, Indian Rafting Foundation and three youths selected from Seppa leg for
exposure which included two girls namely Devi Dada and Namne Riang. Despite difficult
weather, team braving every hardship reached Gerukamukh. Not even the turbulent Subansiri
River would scare them. “We are very thankful to the department of tourism and Arunachal
Adventure Association for giving us the chance to be part of this training cum expedition.
The basic and advance courses imparted by the trainers were put to test during this
rafting expedition. We are hopeful that this training will help us long way in life,”
shared Namne Riang who is only 15 year old and currently studying in class X at Seppa.
The local youths of Dapirjo were imparted training on white water rafting keeping
in view that Subansiri river every year attracts large number of national and international
tourists who comes for angling activity as well as white water rafting expedition.

NEW DELHI, Apr 16: Chief Minister Nabam Tuki has informed the Ministry of Home Affairs that the State Government has already taken action to implement the recommendations made by the 2nd Administrative Reform Commission with the desire for positive changes to keep pace with the changing aspirations and expectations of the people in the justice delivery system.
Speaking at the Chief Ministers’ Conference on Administrative Reform titled ‘Public Order: Justice for Each, Peace for All’ at Vigyan Bhavan in New Delhi on Monday, Tuki informed that the state government has constituted the Police Establishment Board headed by the Director General of Police. Similarly, tenure of Superintendent of police has been ensured up to 3 years while Director Prosecution is monitoring investigations and enforcement machineries of departments such as State Excise, Forest, Transport and Food & Civil Supplies are functioning properly.
“Although, we are a very small populated state, Arunachal Cabinet has approved opening of one woman Police Station at Itanagar and women cells in all the districts. A special drive is being undertaken to recruit 200 woman police personnel for the first time in the state to man special cells in police stations specifically to deal with women related crimes and offences,” he said.
However, the Chief Minister pointed that there were certain areas where the MHA may

Establishment of Forensic Lab, establishment of independent complaint authority and strengthening of intelligence gathering system, etc. are some recommendations, which when implemented will have a bearing on the limited resources of the state and therefore need financial assistance from the Central Government, he said.
Tuki further pointed that there were certain recommendations which need more detailed examinations in terms of practicability, implementation and conformity with the other provisions of laws. He said issues like statement and confession made before police officer, Judge’s obligation to ascertain the truth etc. may have to be discussed with other related agencies like Law Ministry and NHRC while some complex issues like classification of offences and federal crimes etc also need more deliberations.
Informing that the State Government is pursuing the policy of participation of civil society and media in these areas, Tuki suggested that the outcomes of these interactions may also be incorporated in the recommendations as deemed fit by the Ministry.
The Chief Minister further pointed that there were few other suggestions where Arunachal Pradesh Government agrees in principle but since these require changes in the Cr.P.C, MHA may move proposals for making necessary amendments in the law/statute.
“Witness and victim protection are very vital issues as success of prosecution cases depend mainly on these factors,” he added.
The Conference was attended by Chief Ministers of different states and chaired by the Union Home Minister. Meanwhile, in a separate message, the Chief Minister wished the people on occasion of Longte festival celebrated by the Nyishis, particularly of Kurung Kumey district.
He expressed hope that celebration of the festival would foster bonhomie between different communities of the state and exhibit and preserve the grandeur of the rich Nyishi cultural heritage.

SEC warns of strict action against violators of code of conduct
ITANAGAR, Apr 16: The Arunachal Pradesh State Election Commission has directed all the deputy commissioners cum district election officers and Returning Officers to take punitive action against the Govt servants who are reportedly canvassing for their favourate candidates in the ensuing Panchayat elections in gross violation of the Model Code of Conduct.
Taking serious view of the “misconduct” of the Govt Servants, the SEC in a statement said that “complaints have been received from political parties that some Government servants including officers have started canvassing for their favourate candidates in PR elections.”
The SEC also directed the DC cum DEOs and ROs to report such cases to the Commission without any loss of time and take immediate deterrent and punitive action in all such cases as per relevant Act and Rules. The District Election Officers shall prepare a list of all those Government servants against whom complaints have been received from various quarters including aggrieved political parties and keep a close watch on them, the SEC said.
Any Govt. servants including GB/PI/Contingent Staff/Contractual Govt. employees if found involved in the political activities shall be dealt with as per the provisions of the IPC, AIS and CCS Conduct Rules and other relevant Rules, the SEC said.
Advocating for strict compliance of the Model Code of Conduct, the SEC warned against use of Govt vehicles by the candidates and political parties in electioneering. The vehicle and machineries found used in the electioneering, will be seized and action be taken as per relevant rules.
“In case of complaints received during the process of conduct of election by any political party or candidates or individuals, such complaints shall be dealt with promptly by the DEOs/ROs and disposed of within 24 hours,’ the SEC said and directed the DEOs/ROs to maintain a register of such complaints and record the date and time of receipt and disposal of such complaints.

Village level awareness campaign on RD flagship programmes
ITANAGAR, Apr 16: SIRD Arunachal Pradesh has organised a series of Street Plays cum Village Level Awareness programmes under the Government of India sponsored Lab to Land initiative in Doimukh CD Block. These interventions are being carried out with support and collaboration of Department of Mass Communication of Rajiv Gandhi University, Rono Hills. The students of 2012 batch pursuing Master of Arts (Mass Communication) were the main protagonists of the Street Plays, while this team was supported by all the Core Faculties of SIRD Arunachal Pradesh.
The street play which is essentially a new concept for rural areas of Arunachal Pradesh is a medium to elicit interest of audience which generally comprise of villagers and local residents of nearby areas on issues affecting their development. In the Awareness Campaign cum Street Play organised by SIRD emphasis was on sanitation, increased participation in rural development programmes, and protection of environment with emphasis on arresting soil loss, increased plant cover.
SIRD Team comprising of Bindiya Ete Nalo, Research Assistant SIRD and Riken Ngomle, an alumni cum visiting faculty of National School of Drama, New Delhi with support from other faculties drafted the content of these programmes. Riken Ngomle was instrumental in coordinating the team work including coordination of dramatization of skits. The students of Mass Communication and Riken Ngomle also acted in the Street Play themselves.
The awareness programme especially the Street Play brought forth a variety of response from the general public. The audience also shared their grievances in reference to the planning and implementation of development programmes.
SIRD shall be using the observations and feedback of this intervention in other training programmes. It is expected that similar efforts shall be undertaken as and where possible especially for enabling the district level functionaries and representatives of Non Government Organisations in carrying out similar interventions. Such interventions assume significance for institutionalizing a vibrant and responsive mechanism for equitable system of planning and implementation of rural development programmes.

GPF appeals for security for peaceful Malini Mela
ITANAGAR, Apr 16: The Galo Peoples’ Federation (GPF) yesterday appealed the State Govt. to provide enough security in the Likabali area for the peaceful organization of famous “Malini Mela” which began from 15th April 2013 onwards. Apprising on the current flood situation in Anjaw, some local members in a letter to K D Singh, State Election Commissioner (SEC) have said that several aspiring candidates contesting in the coming elections are unable to procure NOCs required for filing nominations.
As surface communication and all other modes of connectivity has broken down, many candidates are left stranded unable to reach desired station like Tezu, Khupa and Hayuliang for completion of necessary paper works, the letter informed.
Also there is huge hue and cry over among general public and government servicemen in Anjaw district over shortage of essential commodities like food and medicines, the letter added.
Awareness campaign on employment avenues
Naharlagun, Apr 16: Eastern Air Command in association with Labour and Employment Departments shall conduct Series of Awareness Campaign in the state in a phase manner. The first awareness campaign was successfully conducted in the Polytechnic College at Itanagar on 11th of April 2013 in which more than 150 students participated.
Similar campaign was held at Pasighat on 13th April 2013 while at Tezu on 16th and 17th of April next. The second phase will start on the last week of July and will cover the entire state which will consist of Audio visual and power point presentations with the motive to increase participates in the Airman recruitment rally which will be organized in Arunachal Pradesh in September 2013 and on February 2014 tentatively.
All this is being done under the direction of Chief Minister of Arunachal Pradesh
for achieving the target of one lakh employments during the 12th Five Year Plan.

Through your esteemed daily, I would like to draw the attention of every one towards crime situation in capital. Recently various ministers claimed that crime graph is decreasing in the capital. It’s very shameful to know that these people announced like it really happened. But my question to them is had you people ever really made any proper assessment before making such announcement? Most middle class people know, what’s really happening inside. Unexpectedly my brother was attacked by some goons behind Nimbus tutorial, after he finished his coaching class at about 6.30pm and was readying to leave for home. But suddenly five boys caught him from behind, dragged him to a corner where he was beaten up and they took away his money and fled from the spot. To my utter surprise not a single person helped him, as it’s a busy street and I asked my brother not to lodge a police complaint, because this kind of things happens in every corner. Police can’t dig around such small cases. He just appeared in 10th std exam and came to capital for coaching not for getting beaten up and robbed. He is my only younger brother. So the only thing I told him is next time when you go out please don’t ever forget to take your protection gear for self defense. Because sometimes, there are things that you have to do it on your own. Be ready who knows whose turn maybe next..??

India stands at an unprecedented moment in its history.
